The County of Kauai contracted with PlanPacific to lead a comprehensive revision of the County's General Plan. Adopted by the County Council in November 2000, the new General Plan includes policies concerning tourism and the economy, rural character, towns and commercial development, housing and infrastructure, as well as color maps to guide zoning and land use decisions. The project entailed in-depth consultation with an islandwide Citizens Advisory Committee, which met 30 times over a two-year period. A multi-faceted public participation program featured three rounds of public meetings in each of Kauai's five planning regions and a weekend Kauai Future Fair held at the Kukui Grove Shopping Center, with 60 exhibitors and over 2,000 people attending. In the course of the project, PlanPacific produced alternative sets of 20-year employment and population projections, GIS-based Land Use and Heritage Resources maps, and working papers on a wide variety of topics.
