For the County of Kauai Planning Department, PlanPacific prepared a community-based plan for the rural town of Klauea and its environs on the North Shore of Kauai. A former sugar plantation town, Klauea confronts a new set of challenges as former cane lands have given way to subdivisions for upscale second home development. While diversified agriculture still thrives in the region, escalating land values due to development pressures test the continued feasibility of agriculture and make the development of affordable housing very difficult. The Klauea Town Plan proposes strategies to abate the spread of subdivisions on agricultural land and to expand the boundary of the town to accommodate affordable housing and services for permanent residents.
