Continued list of completed projects follows:

  • Pier 38 Master Plan ~ Island of Oahu
    PlanPacific prepared a master plan, environmental assessment, permit application documents and preliminary design for two piers at Honolulu Harbor for the development of marine-related research facilities operated by the University of Hawaii and the National Marine Fisheries Service. The project was one of the implementation components in the redevelopment of Honolulus waterfront from Kakaako through Kapalama. The master plan report was completed in August 1993 and the Environmental Assessment process was completed in February 1994. PlanPacific managed the acquisition of state and county land use and environmental permits for the project.

  • Ewa Marina Urban Design Plan ~ Island of Oahu
    Together with the Lacayo Group, PlanPacific (dba Lacayo Planning) prepared an urban design plan for a proposed 535-acre mixed-use development focused on a recreational marina. The project developer is Haseko (Ewa), Inc. The first step in the design process was a presentation on the concepts and images for the public spaces and architectural elements. The firm developed building envelope and setback criteria for the marina edges and the commercial and resort core areas and a zoning map for application to the City and County of Honolulu for approval.

  • Fort DeRussy Open Space Study ~ Island of Oahu
    Contracted by Hawaii Vision 2020, a civic organization, PlanPacific (dba Lacayo Planning) prepared a conceptual landscape master plan for the 72-acre Armed Forces Recreation Center at Waikiki Beach. The plan included major site improvements, converting military buildings, paved parking and open storage areas to tropical gardens, open performance and gathering areas, and a two-acre pond, designed around an historic Hawaiiana theme. A presentation was made to the U.S. Army, which is considered revisions to its own plans to incorporate the suggested concepts.

  • Emergency Response Communications System ~ Island of Oahu
    As part of a comprehensive overhaul and upgrading of the City and County of Honolulu's emergency response communications system, PlanPacific (dba Lacayo Planning) prepared environmental assessments and permit applications for nearly two dozen communications antennae sites throughout the island. Since several of the sites are located in the State Conservation District and at scenic landmarks, Lacayo provided advice in siting the facilities to minimize adverse visual and ecological impacts.

  • Beach Nourishment Study ~ State of Hawaii
    Sponsored by the State of Hawaii Office of Coastal Zone Management, PlanPacific (dba Lacayo Planning) teamed with Sea Engineering, Inc. on a study of the feasibility for beach replenishment as an approach to the management of seasonal or periodic shoreline erosion in Hawaii. PlanPacifics role was to investigate administrative and regulatory aspects of beach nourishment, and to prepare recommendations for improving the planning and regulation of nourishment projects by consolidating administrative functions and simplifying the permit process. A comparative survey of other states was undertaken to explore options that might be applicable to Hawaii.

  • General Plan and Development Plan Revision Program ~ Island of Oahu
    he City and County of Honolulu Planning Department contracted PlanPacific (dba Lacayo Planning) to undertake a comprehensive review of Honolulus planning system, particularly the form, content and procedural aspects of the General Plan and Development Plans. The review, mandated by the City Charter, included a comparative analysis of comprehensive planning approaches in other jurisdictions, as well as interviews and small group work sessions with a cross-section of people and organizations in the local community. The project culminated in a report with specific recommendations for improving the planning system and an implementation program.
