  • Pacific Business Park Master Plan ~ Island of Oahu
    Retained by Castle & Cooke Properties, PlanPacific (dba Lacayo Planning) prepared the preliminary design and covenants, conditions and restrictions for a planned subdivision on a 65-acre tract in Iwilei to be developed as a mixed-use business park with light industrial and commercial tenants. Lacayo's role included streetscape design, landscaping, architectural and land use controls for this key area at the fringe of downtown Honolulu that is in transition from manufacturing and warehousing uses to a business support, retail and office commercial center.

  • Hale O 'Malia Lifecare ~ Island of Oahu
    As part of the project team for a 300-unit lifecare project for the elderly, sponsored by the Episcopal Homes of Hawaii, PlanPacific (dba Lacayo Planning) assisted in the conceptual planning and completed an Environmental Impact Statement, Development Plan amendment and a Certificate of Need for this project. The master plan includes the relocation of school and church facilities on the 14-acre Star of the Sea campus in Kahala. The firm obtained approval for the zone change, conditional use permits, site plan review, and subdivision.

  • Transportation System Management Study ~ Island of Oahu
    As a subconsultant to Wilbur Smith Associates, PlanPacific (dba Lacayo Planning) participated in the development of transportation management policies and programs for the Oahu Metropolitan Planning Organization. PlanPacific's role was to review land use and zoning policies which could mitigate vehicular traffic demand and to assess the socio-economic and environmental effects of potential TSM options. Particular emphasis was placed on streetscape and site design which accommodates and promotes transit , bicycle and pedestrian modes of travel.

  • County of Maui Zoning Code Revision ~ Island of Maui
    The Planning Department retained PlanPacific (dba Lacayo Planning) to assist in the revision of Maui's zoning code. A report on recommended revisions to the code provisions on off-street parking and loading was submitted for review by the County. The firm also prepared an analysis of the code's general development standards, including use definitions, building height and setback requirements.

  • Impact Fee Study for Kauai County ~ Island of Kauai
    Under contract to the Kauai Planning Department, PlanPacific studied public infrastructure systems and projected population growth in order to prepare an impact fee ordinance. PlanPacific was also responsible for coordinating the work of the housing and financial consultants. A draft and final report was submitted to the County for review.

  • Alien Species Background Study ~ State of Hawaii
    Working with The Nature Conservancy of Hawaii and The Natural Resource Defense Fund, PlanPacific (dba Lacayo Planning) prepared a report on the control of alien pest species in Hawaii's natural environment. The report included an analysis of the problem as well as a proposed organization and program for the eradication and control of the alien species. It involved wide consultation with environmental interest groups, the University of Hawaii, and state and federal agencies. In addition, PlanPacific, as part of the coordinating team for the project, assisted in developing an Alien Species Action Plan that involved preparing briefing materials on alien species, and assisting in the organization of technical advisory group workshops and plenary sessions.
