Industrial Mixed Use Zoning Study ~ Island of Oahu
Castle & Cooke Commercial Properties engaged PlanPacific (dba Lacayo Planning) to review the City & County of Honolulus industrial mixed use zoning policies in light of market conditions and trends, land ownership patterns, similar zoning controls in comparable cities, site planning and design factors, and code enforcement considerations. PlanPacifics research was compiled in an analytical summary which was submitted to the Department of Land Utilization, which concurred with the general findings and is presently following up with proposed zoning code revisions. Kealia Pond Wildlife Refuge ~ Island of Maui
Hired by the United States Attorneys office, PlanPacific (dba Lacayo Planning) conducted research and provided testimony as an expert witness in a land acquisition claim by the federal government for the establishment of a 437-acre wildlife refuge at Kealia Pond. The current owner contested the acquisition by countering with proposed resort development plans on and near the site. The case was settled shortly before going to trial. Date: 1992

Laie Community Plan ~ Island of Oahu
The Laie Community Association, a non-profit organization, retained PlanPacific (dba Lacayo Planning) for advice on the preparation of a master plan and proposed improvement district for their community. The master plan was prepared by another consultant for the major landowner in Laie. The LCAs interest focused on the upgrading of existing infrastructure and the expansion of the Urban District to accommodate affordable housing. Date: 1992

Molokai East End Regional Study ~ Island of Molokai
Under contract to The Nature Conservancy of Hawaii, PlanPacific (dba Lacayo Planning) prepared a regional strategy for resource conservation in the East End, considering socio-economic as well as biological factors. The final report was submitted in April 1992. Follow-up work on a briefing book for the Molokai Community Plan Advisory Committee continued through the end of 1992. Date: 1992

Waikele Urban Design Plan Revision ~ Island of Oahu
Under contract with the master developer, Amfac/JMB, Inc., PlanPacific (dba Lacayo Planning) prepared revisions to the urban design plan for the Waikele planned community in central Oahu. The revisions incorporate a modified development concept for Waikeles commercial core. In addition, acting as an in-house design consultant, the firm reviewed preliminary and final construction plans for development projects. Date: 1992

Waikiki Master Plan ~ Island of Oahu
In association with Wallace, Roberts & Todd, PlanPacific (dba Lacayo Planning), was selected by the City & County of Honolulu for the preparation of a comprehensive plan for Waikiki to include a land use element, urban design criteria, transportation plan, and infrastructure and management framework. The plan is based on goals and objectives formulated by a broad-based citizens advisory committee. The final report on the Master Plan was published in July 1992. Date: 1992
