Primary Urban Center Development Plan

PlanPacific is revising the Primary Urban Center (PUC) Development Plan for the City and County of Honolulu Planning Department. One of the key objectives in this revision is to determine through market, financial feasibility and urban design analyses, how much future growth Honolulu's urban core can and should absorb through redevelopment of properties, public infrastructure improvements and intensification of land use. The photo simulations on the following pages were prepared to demonstrate how different kinds of development policies and infrastructure improvements might enhance the appearance of older neighborhoods and promote the revitalization of the urban core of Honolulu.
