is a full-service planning firm founded in 1990 by John P. Whalen, then and currently President of the company. Originally named Lacayo Planning, Inc., the firm operated through 1994 as part of the Lacayo Group - a multi-disciplinary architecture/planning/ design corporation. Renamed PlanPacific, the firm became independent in 1995.
PlanPacific is very well experienced in Hawaii's regulatory system and specializes in assignments that require a sophisticated understanding of the public interest.
PlanPacific intends to remain a small company so that (1) every project receives the personal attention of the company's principals; and (2) PlanPacific can team with the professional experts required to meet the specific needs of each engagement.
John Robinson Foster, known affectionately as Robin to his family, friends and associates, was a principal of PlanPacific for more than 15 years until his untimely death. He began a 30-year career as a community planner at the grass-roots level, joining an effort to provide services for low-income residents of Waikiki that led to creation of the Waikiki Community Center in the early 1970s. Prior to joining PlanPacific he served in leadership positions with the City and County of Honolulu, including a term as director of the Planning Department. He was deservedly recognized for his commitment to excellence in his work. As evidence, he received the outstanding planning award in 2000 by the American Planning Association for his revision of the Kauai County General Plan, which he undertook while at PlanPacific. We, as well as many throughout Hawai'i, greatly miss Robin's kind friendship and wise counsel.

Lisa Leonillo Imata was named President of PlanPacific in April 2010. Ms. Imata, who joined the firm in 1998, has over two decades of experience in planning research, environmental documentation and land use entitlement work in Hawai'i. She spent her early years on the Island of Lana'i and has been a long time resident of Mililani, O'ahu. She was educated at the University of Hawai'i- Manoa campus in urban Honolulu, where she earned her Master of Urban and Regional Planning degree.
