PLANPACIFIC,INC.
is a full-service planning firm founded in 1990 by John P. Whalen, then and currently President of the company. Originally named Lacayo Planning, Inc., the firm operated through 1994 as part of the Lacayo Group – a multi-disciplinary architecture/planning/ design corporation. Renamed PlanPacific, the firm became independent in 1995.
PlanPacific is very well experienced
in Hawaii's regulatory system and specializes in assignments that require a sophisticated understanding of the public interest.
Both Mr. Whalen and Robin Foster, Vice-President of the company, have extensive public and private sector experience, and both have headed land use planning and regulatory agencies of the City and County of Honolulu. Mr. Whalen served as Director of Honolulu's Department of Land Utilization from 1985 to 1989. Mr. Foster served as Honolulu's Chief Planning Officer and directed the Planning Department from 1993 to 1994.

Whalen named Fellow of AICP
In April 2006, John Whalen was inducted into the College of Fellows of the American Institute of Certified Planners. This honor recognizes Mr. Whalen as an individual who has achieved excellence in professional practice and has made significant contributions to planning and society.
APA Award for Kilauea Plan
The Hawaii Chapter of the American Planning Association recognized PlanPacific with its 2006 Public Education Planning Award for the Kilauea Town Plan. Many members of this rural community joined in a charrette process to create the plan, which was adopted unanimously by the Kauai County Council. The Kilauea Town Plan proposes strategies;
- to expand the town to accommodate affordable housing and services for permanent residents; and
- to abate the spread of subdivisions on surrounding agricultural land.
