PlanPacific prepared the revisions to the East Honolulu Development Plan for the City and County of Honolulu Planning Department. The Development Plan or Sustainable Communities Plan is a comprehensive public plan that includes land use, infrastructure, urban design and various socio-economic elements. A major issue in this revision was to determine the appropriate level of growth for East Honolulu. Other important issues included, identifying where future growth should occur, evaluating the adequacy of existing infrastructure, and ensuring that important scenic resources and natural hazardous areas are protected from over-development
