The purposes of this project were:

  1. Identify socio-economic and cultural issues related to transit-oriented development in three older, diverse urban Honolulu neighborhoods - Kaka'ako, Ala Moana-Sheridan and McCully-Moili'ili

  2. Identify opportunities for economic, housing, and community services development in these neighborhoods; and

  3. Investigate and propose an organization framework, financing mechanisms and legislative initiatives to enable community involvement in these potential developments over the long term.

PlanPacific's role in this project was to propose potential land and tax policy changes and street and civic improvements and present these ideas at neighborhood meetings.
