John P. Whalen, FAICP

PRESIDENT

Mr. Whalen is an urban and regional planner whose professional career extends over three decades and includes substantial administrative roles in government and private practice. He has undertaken numerous complex planning assignments, ranging from broad policy issues to site-specific physical development designs, in a wide variety of urban and rural settings in Hawaii. Prior to forming Lacayo Planning, he served as Director of Land Utilization for the City and County of Honolulu, where he had responsibility for zoning controls and land use permitting throughout the Island of Oahu. Robin Foster, AICP

VICE-PRESIDENT

Mr. Foster's many years of professional experience in Hawaii encompasses a broad range of planning engagements, including urban and regional planning, natural resources management, environmental regulation, housing and economic development, comprehensive planning and infrastructure development and financing. In 1992-1994, Mr. Foster served as Chief Planning Officer for the City and County of Honolulu, where he initiated a program to revise eight Development Plans. Previously, he was Chief of the City and County of Honolulus Environmental Affairs Branch and the Housing and Community Development Planning Branch.(resume)
